Actually if you read the definition of climatic normal, it is the average of the last 30 years taken in years ending in zero. So once 15 years out of the last 30 at the end of a decade were drought based upon the old averages and the new averages come out drought might well become the normal. So first chance is not 2021 or so. Which will be 1991-2020.
