pump water from one aquifer to another and then put it in the river. Pardon me if this just seems insane. The very notion that we should be able to take from one basin or aquifer and put it in another is beyond reason in my opinion. We continue to try to solve the problem with the same bad practices that got us into the problem in the first place.
